    Not sure if the gate can be knocked on any harder. Trying to get inside the school grounds but nobody is there; the gates are locked. The water supply on the other side of the enclosed gates is tempting but not available to the community. The implementing NGO has decided that too much use of this water point would strain it, and would lead to the handpump’s premature breakdown. So they decided to make sure only kids and teachers can have this water, during school hours. Toilets would be used by non-students, filling them up too fast. So let’s lock up the water point and toilets when school is out – the philosophy being as follows: this infrastructure is only for the school, we will spread the message to the community as a whole...

    Water For People Country Directors, Regional Managers and senior staff are in Guatemala this week for our annual International Programs meeting. This is a critical time to share lessons across country programs, find ways to become a better organization and ask hard questions about the work that we do. We set direction, make sure we are making wise investments and clarify organizational priorities. My favorite part is when we look at monitoring results and explore ways in which country programs can build on their strengths while addressing their weaknesses more effectively.     The UN declared water and sanitation a human right yesterday. Politically this is a big move. A report from the UN is expected soon on the challenges facing the sector to implement this right. This will be welcome, because the rights debate is complex, contentious and confusing at times. For me it’s not about rights in isolation of responsibilities. And importantly, few understand this better than Bolivia, whose Ambassador to the UN, Pablo Solon, was clearly a key role player in pushing this resolution through. Bolivia takes the issue of rights and responsibilities seriously and our experience is they are applying it in practice.
